eManifest requirements are mandatory

You are receiving this notice as part of the Canada Border Services Agency’s (CBSA) ongoing commitment to communicate directly with CBSA-registered clients to advise on important eManifest information.

On May 6, 2015, regulatory amendments supporting the CBSA’s eManifest initiative were published in the Canada Gazette, Part II. The publication of these regulatory amendments makes eManifest requirements for highway carriers mandatory.

The following implementation timelines apply to eManifest requirements for highway carriers:
  • From May 6, 2015, to July 10, 2015, the CBSA will provide carriers with a period of transition during which penalties for non-compliance will not be issued. The Agency will work closely with carriers on corrective measures to help them comply with eManifest requirements.
  • From July 10, 2015, to January 10, 2016, carriers who do not comply with eManifest requirements may be issued zero-rated penalties (non-monetary) under the CBSA’s Administrative Monetary Penalty System (AMPS).
  • Beginning January 10, 2016, carriers who do not comply with eManifest requirements may be issued monetary AMPS penalties.
The CBSA remains committed to supporting clients in their transition to eManifest throughout the implementation phase through online resources and dedicated client support activities.

Online resources and client support are available, including eManifest requirements and Portal documentation, Webinars, live and pre-recorded presentations, an eManifest Help Desk and regional and technical support.

ABpC - WHAT IS IT?
  • A centre of excellence, which services those drivers who do not have the means to transmit or receive customs information prior to arrival at the border
     
  • A facility dedicated to providing service to highway carriers and truck drivers
     
  • A facility which enables the border process and Customs analysis to happen well in advance of the drivers’ arrival at the border
     
  • A facility whose principal role is supported by both U.S. CBP and CBSA
     
  • A facility that meets the CBP and CBSA requirements for pre-arrival information


ABpC Canada provides electronic manifest services for carriers entering the U.S.A.. There is no need for a carrier to test or certify with US CBP. Carrier has complete visibility of activity through the carrier ACE portal. Choose hands off service with ABpC and let the processing centre handle all your electronic reporting to CBP and processing with designated U.S. Customs brokers. Use our hands on service to partner with ABpC in the entire process. Use ABpC for all cross border moves or use ABpC during your dispatch dark hours. Services are tailored to suit the carrier needs.

ABpC USA Provides electronic ACI e-manifest services for carriers entering into Canada. Provides PARS set up, printed barcodes, bar-coded CRN trip sheet, communications with importers/brokers, faxing and photocopies. Services are tailored to suit the carriers' needs. Carrier must register with CBSA prior to transmitting - please contact ABpC for the required forms and assistance.


HOW DOES IT WORK?
  • Driver, carrier or shipper faxes to centre of choice – customs invoices, bill of lading, and driver information or driver arrives at the centre, presents paperwork to centre staff employees
     
  • ABpC staff ensures driver has necessary documentation to enter USA / Canada.
     
  • If required, additional information is secured or driver is assisted with documents.
     
  • Documentation is scanned and transmitted to the Customs broker of record for a PAPS or PARS request
     
  • Confirmation of receipt and completeness is acknowledged from broker
     
  • Cargo, carrier, driver and equipment information is transmitted to CBP / CBSA via EDI.
     
  • ABpC will receive status messages from CBP / CBSA and entry number from broker
     
  • ABpC will prepare driver trip lead sheet and ensure driver has complete knowledge of process.
     
  • Driver continues to the border, confident the broker and U.S. CBP have processed the shipment information.

WHY IS IT NECESSARY?

  • Because a substantial percentage of the trade community is not equipped to transmit the necessary information
     
  • Because enhanced border security features and processes in both Canada and the U.S. have changed the border flow
     
  • Because border processes continue to change – making it difficult for highway carriers’ I.T. resources to respond
     
  • Because the centre responds to all of these changes and will meet the needs of the future requirements and information
     
  • Because drivers need assistance and instruction they can understand at time of crossing
